Step One: Choose Concept, Breed, Auspice, Tribe, Nature, and Demeanor
Characters under 17 are not permitted.


Step Two: Select Attributes (7/5/3)

Attributes start with one dot.

Step Three: Select Abilities (13/9/5)

Secondaries cost 1 point per dot of freebies. Experience costs are Current Rating, or 3 for a New Secondary.

Step Four: Select Advantages

Choose Backgrounds: (5). Note Tribe restrictions. Backgrounds may be gained in character.
Choose Gifts: (3; 1 each for Breed, Auspice, and Tribe).
Choose Renown: By Auspice.

Step Five: Finishing Touches

Record Rage: By Auspice, Gnosis: By Breed, Willpower: By Tribe (max of 7 at creation).
Spend Freebies: (15) plus history freebies (10) for a total of (25) freebie points.
Free Lore: 1 dot in Lore of their own Tribe; 1 dot for Garou Lore.
Rites: Rites are purchased as written on the Rites Rules page.

Tribal Weakness: Social Outcasts : +1 difficulty on all Social rolls involving other tribes

Tribal Weakness: Weak Veil: Witnesses are at +4 on Delirium Chart

Fianna
Tribal Weakness: Low Self-Control: All Willpower rolls are at +1 difficulty

Get of Fenris
Tribal Weakness: Intolerance. Player must pick a specific Intolerance at creation. Examples: cowardice, compromise, cats, garou who show weakness.

Glass Walker
Tribal Weakness: Weaver Affinity: cannot regain gnosis in wilderness.

Red Talons
Tribal Weakness: Wyld Affinity: Cannot regain Gnosis in the cities

Shadow Lords
Tribal Weakness: Failures Dagger: -1 Renown when failing a task that would otherwise gain you renown

Silent Striders
Tribal Weakness: Haunted: Every time a Strider sidesteps their presence ripples into the Dark Umbra alerting any nearby ghosts.

Silver Fangs
Tribal Weakness: at least one Derangement with more likely to develop through roleplay.

Stargazers
Tribal Flaw: Obsessive Mind Games

Uktena
Tribal Weakness: Intense Curiosity - Pathologically compelled to unravel any mysteries presented to them. When they learn someone knows something they don’t they become distracted until able to get the secret. They suffer +1 diff on all willpower rolls and +1 difficulty on all social rolls and -1 difficulty on all frenzy rolls until the secret is revealed.

Wendigo
Tribal Weakness: Wheel of Seasons -
Spring: +1 difficulty to all Willpower rolls, the vibrancy of life distracts the Wendigo.
Summer: -1 difficulty to all frenzy rolls, summer is the traditional season of war
Fall: +1 difficulty to change forms; the world slows down in autumn, and fewer new things are born.
Winter: -1 difficulty on all soak rolls; winter is the Wendigo’s season, and they use their hate and anger to fortify themselves during this time.

A character may gain an additional 7 points from flaws at creation. Additional merits and flaws may be gained and/or bought off in character.

Anything from Rage Across the Heavens requires prior approval.

The following Merits and Flaws are limited to 1 Character per Player:
Merits: Animal Magnetism, Calm Heart, Charmed Existence, Daredevil, Self Confidant, Silver Tolerance, Notable Heritage
Flaws: Taint of Corruption, Ward, Wolf Years

Note: Notable Heritage will require a detailed write-up of the character's heritage.
